If you can speak English fluently and can secure H1 work visa from companies in Seattle, you can inquire about an opening. Seattle is a building boom and almost all construction companies are large commercial scale companies. It will be very difficult to work without those items I mentioned. You can be hired as a handyman by private home owners . They use inches and feet, not metrics. Also if you need to drive , it’s the opposite ways and you need to bring an International drivers license. Tourist visa is 6 months but can not work with it. Rent is like Tokyo.
Most expensive place to live! Google.com can give you the list of construction companies. If you want to work for smaller Japanese companies here, you need to send emails to owners. You will not be able to earn enough to live here.Good luck.
